No, they're just stupid. There's no plan other than wreck things and hoard money. They always have been and always will be zero value humans regardless of their bank account.
When I did it I added rpm and apt (and alien). It was a clusterfuck. Good times.

For the power required "large" is actually a gargantuan understatement. It would need to be larger than what would be easily seen from the planet surface.
